The Canada-Wide Early Learning and Child Care plan


The Canada-Wide Early Learning and Child Care (CWELCC) agreement came into effect in Ontario in 2022. Its goal is to provide a long-term framework for lower-cost, universal child care delivered by licensed providers.

By 2025, CWELCC’s public subsidies will have helped to reduce fees for licensed child care to an average of $10 a day for children under the age of 6 years. For children ages 6+, parents can apply for a fee reduction to keep care affordable.

The CWELCC plan will also increase access to child care in Ontario by creating thousands of new licensed spaces across the province. It will increase wages for early childhood educators (ECEs) and promote professional development in the field to assure that all our children receive the best care possible.

What it means for families


CWELCC helps families by:

  • Making child care more affordable through a public subsidy
  • Making child care more accessible by introducing 86,000 licensed spaces by 2026
  • Enhancing quality by improving wages, recruitment and retention of child care professionals
  • Supporting vulnerable and diverse communities, including Indigenous, Francophone, Black and other racialized groups, newcomers, low-income families, and children with special needs
